This is an “Open Topic” festival! Create a PSA, short film or animation on any topic as long as it follows our rating guidelines.

All participants must follow rules on copyright.

Student Created Videos: Lower grade level teachers will be very involved in video production and editing, however it is expected that students participate in all parts of the process. At intermediate and secondary levels, it is expected that students will create the video with teacher guidance and approval only.

Entry Categories are as follows:
  • PSA 
  • Short Film 
  • Photo Storytelling/Animation

Entries must meet all copyright standards and obtain releases for all copyrighted materials prior to submission. This includes the background music students use in their videos.  All entries will be required to provide the link(s) for the open source music used in  film submissions.

** Important:  All films must be produced with open source music available from the following websites:

www.youtube.com/audiolibrary/music

Entries must meet the following time limits by category:
  • PSA: 30 to 60 seconds
  • Short Film: Three minutes or less
  • Photo Storytelling/Animation: One to two minutes

Deadlines and Event date:
  • Team Registration - Friday, February 22, 2019
  • Submissions and Release Forms - Monday, April 8, 2018
  • Award Ceremony - Saturday, May 4, 2019

Important

Please Note: Final Products must be delivered to our offices at ICOE Building A by 5:00 pm on Monday, April 9, 2018. Submissions must be on a DVD or USB drive that will not be returned. Video Formats; MP4, AVI, MOV (The higher the quality, the better), Maximum video resolution: 720p (1280x720). 

A talent form that you will find  included under the Parent Letter should be provided for every participant of the project as ICOE requires parent consent for the use of all photographs, videotapes, or film, taken of participants and/or recordings made of voice and/or written extraction, in whole or in part, of such recordings or musical performance.
